This episode was just too stupid. I'm really not surprised since the PPGs pilot, Meat Fuzzy Lumkins, was pretty "off-the-wall" and silly. Considering that this was one of the first regular episodes ever broadcast, it stands to reason the writing is going to be similar early on in production.
Yeah, there were some funny scenes:
The one with the green mohawk really wants to dress up like a little girl in the worst way: "Glittery hair bands...sparkly party shoes...feminine bows with brightly colored sashes."
Handcuffs on the PPGs? They don't have hands!
The Mayor. Period! One thing that annoyed me was the whole "sweet cheeks" controversy. "Oh my Goodness! He dared to call you 'sweet cheeks!' Why, he's worse than Hitler!" Geez, get off the freakin' soapbox!
One and a half stars

Ah, the triumphant "Powerpuff Day" on November 18, 1998! That's a famous date for you all to remember, for that was when this episode, episode 1 season 1, aired, marking the true beginning to the franchise that has gathered us here originally. I love how the green-mowhawk guy likes dressing up like a little girl, and what's the Chemical X in that recipe is the first image the fool thinks of is depictant of a girl of the Powerpuff race that isn't one of your Powerpuff Girls. If I were being hauled to jail, I'd fight and kill the coppers and all that would oppose me. I'd fight like a true Spartan and I would cry like one too (battle-cry, that is; not "cry like a little baby" cry). It might seem a bit cornballish, but it is a good start for a preeminent TV show.
