I read a the rules thoroughly, and I'm not entirely sure...
I'm using Photobucket.

You should be fine, usually the only people to violate the rules are the ones that don't bother reading them.

Is non-ppg, non-anime rps, or non-ppg, non-anime rp invitations allowed in the fanfic/rpg forums?
...because I was thinking about posting an invite for a furry rpg.
...the rules there say non-ppg fanfics are allowed, but says nothing about rps.

Did you read the rules for the fanfic/rp section? There's nothing preventing anything non-ppg from being hosted and enjoyed. Any roleplays can go in that area, as long as they're age-appropriate. Good luck with finding lots of furries on a Powerpuff Girls site though.
